Legislation (H.B. 4866) has been introduced in Michigan to allow for the titling and registration of historic military surplus vehicles. 

Currently, such vehicles are not able to be titled or registered for use on highways in the state. The bill passed the Senate Committee on Transportation and Infrastructure and awaits consideration by the full Senate. 

  • H.B. 4866 defines a “military surplus vehicle” as a high mobility, multipurpose wheeled vehicle or a motor vehicle manufactured for military usage that was manufactured by or under the direction of the United States Armed Forces or the armed forces of any other country and was subsequently authorized for sale to civilians. The vehicles must pass a safety inspection. Tracked and half-tracked vehicles are not included.
  • H.B. 4866 includes military surplus vehicles which are over 25 years old as historic vehicles. Historic vehicles are owned solely as a collector's item and for participation in club activities, exhibitions, tours, parades, and similar uses, including mechanical testing, but not used for general transportation.
  • H.B. 4866 acknowledges that historic military surplus vehicles are becoming valued collectors’ items among the automotive community.
  • H.B. 4866 would bring the state in line with others that are moving to allow former military vehicles similar accommodations as those available to civilian vehicles.
